ERA Chair Prof Homburg
On January 27th 2025, the ERA Chair and Professor of E-Governance Vincent Homburg had the pleasure of visiting the University of Erfurt’s Willy Brandt School of Public Policy for a series of meetings with the School’s managing director Lena Kiesewetter, prof dr Achim Kemmerling and dr Hosnan Bokhari.
Furthermore, Vincent Homburg gave a guest lecture in front of a very enthusiastic, international audience of students, as part of a Public Administration and Finance course in the Schools’ Master of Public Policy program. Topic of the guest lecture was the state-of-the-art in e-government research. During the lecture, and also in intensive discussions after class, students participated in intensive discussions on the the relevance of Estonian e-government experiences for administrative reforms in Germany, and for countries in the Global South. With the Willy Brandt School of Public Policy expanding its research and teaching in algorithmic governance and electoral technologies, most likely there will be ample opportunities for more intensive forms of collaboration between the Johan Skytte Institute and the Willy Brandt School of Public Policy.

ECePS ERA Chair Project Culminates with Successful Final Conference

On Thursday 13 February, the ECePS ERA Chair team hosted a final conference in the Delta building of the University of Tartu. Nearly seventy academics, industry representatives, policy makers and students gathered to learn more about the research conducted by the ECePS Junior Research Fellows in e-governance and to discuss ongoing open data research and business challenges in two engaging panel discussions with representatives from academia, government and business, hosted by ERA Chair team members Prof Dr Vincent Homburg and Dr Mihkel Solvak.

ERA Chair contributes to Dutch national MIDO program

On January 16, the ERA chair Prof Homburg contributed to the kick-off of the Dutch Policy Programme on Generic Digital Infrastructures in the Hague, for which hundreds of specialists and policy advisors gathered to discuss the building blocks and governance structures for information sharing in the Netherlands. Both the latest academic literature and the Estonian experience were used to give the insights.

Logan Carmichael: The Weaponisation of Technologies to Disrupt Elections: The Role of Cyber and Information Operations During Election Cycles

2024 is an unprecedented year for elections: dubbed an election “super year,” 72 countries, comprising 3.7 billion voters – half the world’s population – will head to the polls. Of course, in elections the stakes have always been high. What has been magnified, particularly, in election cycles over the past decade, is the extent to which technologies, namely cyber and information operations, can and are deployed in tandem, with the goal of interfering in or disrupting elections.

What are cyber and information operations? Cyber operations are carried out in cyberspace with the goal of manipulating or disrupting online systems, or gaining access to information or systems, typically employing cyberattacks. Information operations are campaigns dedicated to obtaining a ‘decisive’ or ‘favourable’ advantage by manipulating narratives especially via the use of technology. As we have seen, this technology is often widely-used social media platforms.
