ESPOL visits ECePS ERA Chair

On Wednesday 26 February, Masters students from the "Digital Politics and Governance" programme of the European School of Political and Social Sciences (ESPOL, Université Catholique de Lille, France) visited the ERA Chair team to learn about academic research on Estonian e-governance and digital services, and to reflect on their observations and impressions from their study tour of Estonia so far. The French students, accompanied by Associate Professor and Programme Manager Dr Félix Von Nostitz and Assistant Professor Dr Alice Iannantuoni, were welcomed by ERA Chair and Professor of E-Governance Vincent Homburg and met several students from the Johan Skytte Institute's Bachelor and Master programmes.

In the morning sessions, Skytte researchers explored digital innovation in Estonia and beyond. The day started with Mihkel Solvak talking about what is possible and how in the Estonian digital ecosystem, giving examples of the Estonian Unemployment Fund's decision-making tool and possible more proactive services. Art Alishani presented his research on chatbots in public encounters in Estonia, and Bogdan Romanov discussed findings from his study on trust and Internet voting in democratic and authoritarian regimes. After lunch and a small city tour, Stefano Braghiroli and Vincent Homburg zoomed in on e-services, discussing how digital innovations fit well with Estonia's recent history and the country's small-state diplomatic efforts to position itself on the world stage.


It was an intense day in which participants and speakers shared their observations and conversations led to revelations and, as always, new and more complex questions. As the ESPOL visit to Tartu is becoming an annual tradition, we would like to say - Merci beaucoup et a bientôt to Felix von Nostitz, Alice Iannantuoni and the students, and hope to see you again in the future to discuss the challenges of e-governance, digital policies and e-public services!
