President Toomas Hendrik Ilves, Visiting Professor of Democracy in the Digital Age at the University of Tartu, will deliver two public lectures in May, hosted by the Johan Skytte Institute of Political Studies. The lectures will address timely topics related to digital governance, democracy, and regional security.
The first lecture, "Digital Governance in the Age of Artificial Intelligence”, on May 13 at 14:15 (Lossi 36-215) will examine how digital
governance is evolving in response to the rise of artificial intelligence.
Estonia’s approach, from developing secure digital services to simplifying
interactions between citizens and the state, shows how technology can transform
governance. As AI becomes more influential, maintaining trust, transparency, and
resilience in digital public services is an increasingly critical task for
democracies. Moderated by Shpend Kursani.
The second lecture, titled "Between Giants: The Baltic States Amid U.S. Policy
Shifts and Russian Aggression in Ukraine”, will take place on May 22 at 14:15 (Lossi
36-215). It will explore current geopolitical dynamics and their implications
for the Baltic region, particularly Estonia. Shifts in U.S. foreign policy have
introduced new uncertainties for the region, while hybrid threats from Russia
have continued to grow in sophistication. In this increasingly complex security
environment, the Baltic states must navigate a path between changing alliances.
