Welcoming the Hans-Böckler-Stiftung Delegation to ECePS: The Story of e-Estonia

On 9 May, the ECePS ERA Chair team was delighted to welcome a delegation of MA and PhD students from the Hans-Böckler-Stiftung, accompanied by representatives of the foundation. The visit was part of a wider study tour across Tallinn and Tartu, during which the delegation visited us to learn more about the e-Estonia narrative and the research we conducted at ECePS on digital governance, internet voting, artificial intelligence, and state transformation in the digital era.

The participants engaged in a series of interactive and insightful presentations led by Assoc. Prof. Stefano Braghiroli, ECePS JRF Art Alishani, and Lecturer Thomas Linsenmaier, who also contributed to the discussions. The topics covered included:

  1. An overview of the ECePS ERA Chair project and key research results to date.
  2. A discussion on Estonia’s digital journey- from early reforms to becoming the world’s first fully digital state.
  3. Reflections on digital government and digitalisation in small states, and the strategic advantages it brings.
  4. A presentation on digital government and diplomacy, highlighting how Estonia leverages its digital success to shape global norms and foster international cooperation.
  5. Insights from ongoing research on AI development and implementation in the public sector, with a focus on citizens’ reactions, public accountability, and AI ethics.

We would like to express our gratitude to our colleagues at the Johan Skytte Institute of Political Studies and to Kerli Klock from ECePS for their valuable contributions and insightful discussions. We also thank  Jens Becker from the Hans-Böckler-Stiftung and all the students for their visit and the enriching exchanges throughout the day.
