Looking back at the summer school Civic Competence in Creative Cities - How digital Innovations Contribute to Durable Democracies

The third international summer school Civic Competence in Creative Cities - How digital Innovations Contribute to Durable Democracies - organised by the ECePS ERA Chair team, took place in person in Tartu from 28 July to 7 August (3 ECTS) and continued online on Moodle from 12 August to 23 August (2 ECTS). Together with the co-organiser KU Leuven and partners from the Catholic University of Lille, the University of Leiden, Masaryk University, the Art Academy of Latvia and the City of Tartu, 24 students from diverse backgrounds and from various European countries, the USA and China set out to learn and explore how digital innovations can contribute to lasting democracies. 

During the summer school the students got in-depth and practical view into to topics like: history of digitalisation in Estonia, cybersecurity and governance in the digital age, how to analyse qualitative data and present research results in creative ways, diversity challenges in e-service delivery, digital citizen-state relations, impact of e-voting in Estonia, international experiences with e-voting in non-democratic contexts, impact and valorisation of research, digital service delivery in Europe, AI in decision-making and governance and electronic services and trust. In addition, the field trip to Tallinn enabled the students to meet with relevant e-governance stakeholders at the forefront of e-Estonia: e-Estonia Briefing Centre, Nortal AS, and Ministry of Economic Affairs and Communications.

  • Professor Dr. Joep Crompvoets - full professor Information management in the Public Sector, Public Governance Institute, KU Leuven.
  • Dr. Mihkel Solvak - Associate professor in technology studies at Johan Skytte Institute of Political Studies at the University of Tartu
  • President Toomas Hendrik Ilves - Visiting Professor of Democracy in the Digital Age, Johan Skytte Institute of Political Studies, University of Tartu.
  • Dr. David Dueñas Cid - Associate Professor at Kozminsky University, Poland.
  • Dr. Jan Kleiner - Associate professor of Political Science at Masaryk University, the Czech Republic.
  • Svetlana Bogomolova - Lecturer, Department of media design, Pallas University of Applied Sciences, Tartu, Estonia.
  • Kertu Vuks - Department of Urban design, head of department, Tartu City.

The final projects of the summer course were developed in cooperation with the City of Tartu in the areas of inclusion, the development plan of the City of Tartu, and the use of social media. The aim of these projects was to make suggestions on digitalisation in these topics and how to make Tartu an even smarter city.

Beyond academics, students experienced Estonia´s rich culture in the framework of the Tartu European Capital of Culture 2024 events, visits to the Maajaam art and technology farm in southern Estonia, and guided tours.
